Re-organizational Meeting

 January 4,2010

The Deuel County Board of Commissioners met on the above date to hold the Deuel County Re-organizational Meeting with the following officials present, Commissioner Clint Bailey, Commissioner Larry Kenney, Commissioner Ben Carlson, County Attorney Douglas Palik and County Clerk Polly Olson. 

 

The first order of business was the election of a chairman.  The County Clerk was instructed to accept a motion for the 2010 Chairman.  It was moved by Commissioner Bailey, second of Commissioner Kenney, that Ben Carlson be elected to serve as the 2010 Chairman of the Board.  The motion carried and   Ben Carlson will serve as the 2010 Board Chairman. Upon motion of Commissioner Carlson, second of Commissioner Bailey, the mileage rate to be reimbursed to Deuel County Employees will be set at .50 cents a mile.    *(Per Commissioner minutes March 5, 2001, the rate will be the same as the one recommended by DAS; the rate has been set by DAS to .50 cents, effective 01/01/10.) Upon motion of Commissioner Bailey, second of Commissioner Carlson, Kara Essman was appointed County Highway Supt./ Zoning Administrator for the year 2010.  Kenney, aye, Bailey, aye, Carlson, aye. 

 

Upon motion of Commissioner Carlson, second of Commissioner Bailey, that Jason Jepsen shall be appointed Noxious Weed Supt. for 2010.  The Weed Supt. will work for the Weed Dept from May through Oct and the highway dept from Nov. through April. Kenney, aye, Carlson, aye, Bailey, aye. 

 

Upon motion of Commissioner Carlson, second of Commissioner Kenney, Keil Velasco is appointed as custodian for 2010. Bailey, aye, Carlson, aye, Kenney, aye.   

 

It was moved by Commissioner Bailey, second of Commissioner Kenney, that the Chappell Register be designated as the Official Paper in and for Deuel County, Nebraska for the year 2010.  Carlson, aye, Bailey, aye, Kenney, aye. 

 

It was moved by Commissioner Carlson, second of Commissioner Bailey, that the following persons be appointed to the Deuel County Fairboard.  All persons are Deuel County residents and will be appointed members of the board for three years.

Upon motion of Commissioner Bailey, second of Commissioner Carlson, Brian Riggs of Chappell and Robert Renya of Big Springs are reappointed to the Deuel County Lodging Tax Committee.  Randy Shaw, Leonard Littlejohn and Konni Sauder also Committee members whose terms expire in 2012. (Committee members serve a four year term.) Kenney, aye, Bailey, aye, Carlson, aye.   

 

Upon motion of Commissioner Kenney, second of Commissioner Carlson, the following holidays were approved.  WHEREAS, certain holidays are designated by statute as legal holidays and are usually observed by County Officials, and it is deemed advisable that the dates of such holidays be a matter of public record of Deuel County , Nebraska.  BE IT FURTHER RESOLVED, that the date and description of such legal holidays to be observed by the Deuel County Courthouse employees for 2010 and shall be:

The Elected Officials will receive the following salaried amounts for the year 2010

County Commissioner              $11,502.00

                   County Assessor                       $31,736.00

                   County Attorney                       $31,736.00

                   County Clerk                            $31,736.00

                   County Treasurer                      $31,736.00

                   County Sheriff                          $34,436.00

The wages of the Elected Officials were set per Resolution 2006-1 and included no annual increase for each County Commissioner, a $600.00 annual increase for the County Assessor, County Attorney, County Clerk, County Treasurer the County Sheriff.  Such wages will be reviewed again for Elected Officials, as per statute in four years.

 

It was moved by Commissioner Bailey, second of Commissioner Carlson, to contract with Pete Peterson of Ogallala to prepare the County Budget Document in the amount of $1,850.00. Kenney, aye, Bailey, aye, Carlson, aye.

 

Upon motion of Commissioner Carlson, second of Commissioner Kenney, David Mauthe of Chappell will be retained as County Surveyor for the year 2010 at $200.00 per year.  Bailey, aye, Carlson, aye, Kenney, aye. 

 

Upon motion of Commissioner Bailey, second of Commissioner Kenney,  the following members are appointed to the County Planning Committee to serve a 3 year term, to meet as required.  Upon request of the Commissioners, all building permits will be approved by the committee and advanced to the County Board for formal approval.

Fauneil Johnson has been appointed as the representative to the Advisory Council of Aging Office of Western Nebraska upon motion of Commissioner Kenney, second of Commission Bailey.  Carlson, aye, Kenney, aye, Bailey, aye. 

 

Upon motion of Commissioner Bailey, second of Commissioner Carlson, that the Deuel County Board of Commissioners be appointed to the following boards:

Region 1 Office of Human Development District – Larry Kenney

Alternate – Ben Carlson

Region I Panhandle Mental Health – Ben Carlson

Panhandle Developmental Disability Service – Larry Kenney (meets annually)

Aging Office of Western Nebraska - -Clint Bailey

Panhandle Resources Council (RC&D) – Larry Kenney

Panhandle Area Development District  (P.A.D.D.) – Larry Kenney

Panhandle Health Department - Clint Bailey: Member

Region 21 Emergency Management Representative – Ben Carlson

South Platte NRD(Hazardous Mitigation) – Ben Carlson

Lodging Tax Committee – Clint Bailey

Nursing Home Representative – Ben Carlson

Upon motion of Commissioner Carlson, second of Commissioner Bailey, Kara Essman, Linda Freeman, Vicki Smith, Kelle Brott and Ann Mick are hereby appointed as board members of the Miller Memorial Care Center. Danny Howitt has been temporarily removed from the board as he is serving as interim nursing home administrator while new administrator becomes licensed.  These appointments will be reviewed annually.  Kenney, aye, Carlson, aye, Bailey, aye.

 

Upon motion of Commissioner Bailey, second of Commissioner Carlson, an appointment to the Non Commissioner Panhandle Public Health District- Alternate Member – Judy Soper was approved.  Kenney, aye, Bailey, aye, Carlson, aye. 

 

Upon motion of Commissioner Carlson, second of Commissioner Kenney, to appoint Phil Pierce, Garden County Attorney as special County Attorney for determination of inheritance tax in estates and for other matters that might disqualify County Attorney Douglas Palik, or in his absence.  Bailey, aye, Carlson, aye, Kenney, aye.

 

It was moved by Commissioner Kenney, second of Commissioner Carlson, that the following be reappointed to serve on the Veteran’s Service Commission:

It was moved by Commissioner Carlson, second of Commissioner Kenney, to appoint Ron Jacobs as the Veteran’s Service Officer for Deuel County, 2010 in the amount of $200.00 per month.  Bailey, aye, Carlson, aye, Kenney, aye.

 

It was moved by Commissioner Kenney, second of Commissioner Bailey, to appoint Joel Jay to the Deuel/Garden County Extension board for a three year term. Other members of the board are Amy Stanley, 2010 and Connie Carter, 2011 (terms expire at the end of the year) Carlson, aye, Kenney, aye, Bailey, aye.

 

It was moved by Commissioner Bailey, second of Commissioner Carlson, that the following individuals are appointed to the Deuel County Safety Committee, which meets every quarter,

It was moved by Commissioner Carlson, second of Commissioner Kenney, Deuel County Treasurer, Kenneth Fornander was given authority to invest surplus County funds and the following Resolution 2010 - 2 be adopted:

 

WHEREAS, the application for designation as County Depository by First National Bank be approved and the following securities be approved aggregating in the amount of $335,000.00

Wells Fargo Safekeeping

#166807AK3                  $  50,000.00

#166807AN7                  $285,000.00

 

AND ALSO WHEREAS, the application for designation as County Depository by Farmers State Bank be approved.

 

NOW THEREFORE, BE IT RESOLVED, Deuel County will continue the Inter-local Agreement with the Nebraska Public Agency Investment Trust as per contract of September 3, 1996.  Bailey, aye, Carlson, aye, Kenney, aye.

 

There being no further business, the 2010 Re-organizational meeting of Deuel County was adjourned at ­­­­3:10 p.m.
