Deuel County Commissioner Meeting

July 19, 2010

The Deuel County Commissioners met on the above date with the following officials present:  Chairman of the Board Ben Carlson, Commissioner Clint Bailey, Commissioner Larry Kenney, County Attorney Doug Palik and County Clerk Polly Olson.  The meeting was called to order with the Pledge of Allegiance.  Reference was made to the Revised Open Meeting Laws posted at the entrance to the meeting room. The agenda was approved upon motion of Commissioner Bailey, second of Commissioner Carlson.   Kenney, aye, Bailey, aye, Carlson, aye. Highway Supt. Kara Essman and Road Foremen, Mark Heidemann and Gregg McGreer to discuss the operations of the Highway Dept. and the conditions of the roads due to the recent flooding. 

Terry Duffield met with the board to discuss her potential plans to build an animal shelter. 

Upon motion of Commissioner Carlson, second of Commissioner Bailey, the Board of Commissioners will convene as the Board of Equalization for Tax List Corrections at 9:30 a.m.     Kenney, aye, Carlson, aye, Bailey, aye.  The Board reconvened the regular meeting at 9:45 a.m.

The Keith County CASA Contract was reviewed.  This entity provides assistance to the County Court pertaining to juveniles in abuse and neglect cases.  Deuel County will participate again this year in the amount of $2,500.00.  This agreement was approved upon Motion of Carlson, second of Bailey.  Kenney, aye, Carlson, aye, Bailey, aye.

A Memorandum of Understanding between Dawes County and Deuel County was approved upon motion of Bailey, second of Carlson.  Kenney, aye, Bailey, aye, Carlson, aye.  This document is between the counties that participate in the Panhandle Partnership for Health and Human Services and is part of the process to continue to receive the funding that was awarded from the Nebraska Commissioner on Law Enforcement and Criminal Justice for the Juvenile Justice Plan.  

Sheriff Jeff Ortgies presented a report of fees collected for the month of June 2010, in the amount of $177.78.  This report was reviewed and accepted for filing. 

Don Wilson met with the Board to report on the progress of the 2010 Audit. 

Nursing Home Administrator Lona Balka and Nursing Home Board Member Kara Essman met with the Commissioners to discuss the operations of the Miller Memorial Care Center.

 Rod Horn representing the RCD met with the board to discuss the Ground Water Management/Conservation and Preservation Easements Act.  He explained how the Act affects the County and the procedures that would need to be followed to be in compliance. 

Claims were approved in the amount of $80,937.03, ($22,120.27, payroll, $58,816.76, claims) upon motion of Carlson, second of Bailey.  Kenney, aye, Bailey, aye, Carlson, aye.

Board of Equalization

July 19, 2010

The Deuel County Commissioners met as the Board of Equalization at 9:30 a.m. on Monday, July 19, 2010 to hear Tax List Corrections.  Members present were as follows:  County Commissioners Carlson, Bailey, Kenney, County Attorney Palik, County Assessor Timm and County Clerk Olson. 

County Assessor Jean Timm presented Tax List Corrections #709, #710 and #711.  These corrections are to correct mathematical errors.  Upon Carlson, second of Bailey, these corrections are approved.  Kenney, aye, Carlson, aye, Bailey, aye.
